Cyclone Idai, which struck the southeastern African country of Mozambique in March 2019, caused extensive damage (approximately 650 dead and 400,000 internally displaced).

The city of Beira, Sofala Province, in particular, was one of the hardest hit, with many facilities, including schools, damaged. In light of this, the Mozambican government requested cooperation with the Japanese government for reconstruction and formation of a disaster-resilient society. The Japan International Cooperation Agency (JICA) and Pacific Consultants have assisted in said process.

Project Objective

Contribute to the promotion of smooth reconstruction projects and formation of a more disaster-resilient society by developing an action plan for the recovery of Cyclone Idai in Mozambique and support its implementation.

Project Outcomes

  • 1. Provision of disaster risk assessment and hazard maps.
  • 2. Development of an action plan for the "Beira City Recovery and Rehabilitation Plan" based on hazard map.

*Construction work is currently progressing under remote management from Japan using a 360-degree camera to avoid restrictions due to COVID-19.
